You may report incidents of animal neglect, cruelty, or abuse to Peoria County Animal Protection Services (PCAPS) anonymously. Simply call the shelter at 309-672-2440. To investigate a complaint, we need the address or location of the animal; a description of the animal, and details about the type of cruelty or neglect witnessed. Please indicate if the situation is an emergency. Every report is investigated within 24 hours, most are investigated immediately.
Neglect
Law requires pet owners provide the basic necessities to prevent suffering for their animal companions. Animals must receive:
- Adequate food
- Continuous water
- Shelter and protection from the weather
- Medical care to prevent suffering
Other signs an animal may be suffering include matted hair, overgrown nails, constant confinement in a crate, locked in a car on a hot day, or injuries that are not treated.
If you see an animal that doesn’t seem to be receiving care, please call PCAPS immediately. You can remain anonymous.
Cruelty
PCAPS characterizes cruelty as intentional behavior meant to harm or kill an animal including participating in dog fights; hitting, beating, kicking or abusing an animal; or any act that causes harm to a domestic animal.
If you see a cruel act occurring, call PCAPS, the Peoria Police Department or Peoria County Sheriff immediately.
